“The textile printing and dyeing industry is a key industry for environmental protection, and in addition to the major task of reducing emissions of major pollutants, it must also be combined with other pollutants in the local environmental capacity to reduce emissions. Issues that need to be taken into account when licensing are issued are expected to be met by enterprises and industries, said Wang Xiaomi.

Taking Keqiao District of Shaoxing City in Zhejiang Province as an example, the regional economy is dominated by the textile industry and has a complete industrial chain of PDA, chemical fiber, dyestuff, and clothing. There are currently 208 printing and dyeing enterprises above designated size, accounting for 47% of the total economic output of the region. The printing and dyeing industry brings economic benefits to the local area as well as environmental pressure. It discharges about 500,000 tons of waste water every day.

“As a result of environmental capacity constraints, the total amount of pollution in Keqiao District is basically saturated. Starting from the “Twelfth Five-Year Plan” period, the Keqiao District piloted emission rights trading and required all transactions to obtain emission permits before obtaining project approval. When accessing the project, the replacement of pollutants must be reduced, and lighter pollution and heavy pollution industries should be cut in different proportions. For example, the printing and dyeing industry is 1:1.4, and other light polluting industries are 1:1.2.” According to Keqiao District Wang Wei, deputy director of the Environmental Protection Bureau, introduced that, as one of the pilot areas for the first permit of pollution discharge, Keqiao District has gradually explored a mode of environmental protection market through exploration in recent years.

According to him, this year's Keqiao District as a pilot, to further open the operation of sewage, printing and dyeing and other heavy polluting enterprises through their own energy-saving emission reduction can be the surplus of emission rights indicators through the government unified storage, unified rental, unified management mode of leasing Temporarily leased small and micro enterprises that are allowed to retain but have not yet obtained a permit for discharge. According to statistics, since the beginning of this year, there have been a total of 73 transactions in Keqiao District, involving a total of 6,600 tons of pollutants, which has solved the pollution of nearly 100 small and micro enterprises.

At the same time, the mortgaged property rights that have been acquired by the company can be applied to the bank for short-term or medium-long term loans. Wang Hao introduced that in the past five years, Keqiao District has accumulated a total of 415 mortgages of emission rights with a mortgage amount of 6.5 billion yuan. With the continuous increase in the value of pollutant discharge indicators, mortgages can be used once again to achieve a shift from a single mortgage to multiple mortgages.
